Al\u00e9m de apresentar esses novos conceitos, o presente artigo teve como objetivo discutir os avan\u00e7os e os desafios das tecnologias m\u00f3veis em sa\u00fade a partir de reflex\u00f5es sobre desenvolvimento, aplica\u00e7\u00f5es, legisla\u00e7\u00e3o e \u00e9tica. Por seu car\u00e1ter inovador, as tecnologias m\u00f3veis em sa\u00fade envolvem muitos passageiros na jornada at\u00e9 o usu\u00e1rio final, focados na concep\u00e7\u00e3o, desenvolvimento t\u00e9cnico, regula\u00e7\u00e3o sanit\u00e1ria e elabora\u00e7\u00e3o de diretrizes cl\u00ednicas e t\u00eam despertado grande interesse para fins de monitoramento e cuidados em diferentes condi\u00e7\u00f5es cl\u00ednicas. Entretanto, na avalia\u00e7\u00e3o da efetividade e da seguran\u00e7a das tecnologias m\u00f3veis em sa\u00fade, n\u00e3o se observa o mesmo rigor metodol\u00f3gico exigido para ensaios cl\u00ednicos de medicamentos e outros produtos de sa\u00fade; ainda, a preocupa\u00e7\u00e3o pela inova\u00e7\u00e3o se contrap\u00f5e \u00e0s preocupa\u00e7\u00f5es regulat\u00f3rias e \u00e9ticas relacionadas \u00e0 prote\u00e7\u00e3o de dados, \u00e0 privacidade, ao acesso a dispositivos m\u00f3veis e \u00e0s disparidades tecnol\u00f3gicas e sociais. Apesar das possibilidades poss\u00edveis, as tecnologias m\u00f3veis, assim como outros recursos da telessa\u00fade, t\u00eam resultados promissores. A aten\u00e7\u00e3o digital em sa\u00fade tem grande potencial de expans\u00e3o e representa uma oportunidade para que as pr\u00e1ticas tradicionais de sa\u00fade sejam revisadas a partir da sele\u00e7\u00e3o e da incorpora\u00e7\u00e3o das tecnologias m\u00f3veis aos sistemas de sa\u00fade, sempre que sejam coletados benef\u00edcios embasados nas melhores evid\u00eancias.<\/span><\/p>\n<section id=\"kwd-group1\" class=\"kwd-group\"><strong><span dir=\"auto\">Palavras-chave:<\/span><\/strong><span dir=\"auto\">\u00a0Tecnologia da informa\u00e7\u00e3o, aten\u00e7\u00e3o \u00e0 sa\u00fade, telemedicina, estrat\u00e9gias de eSa\u00fade, tecnologia sem fio<\/span><\/p>\n<\/section>\n<\/section>\n<hr class=\"headless\" \/>\n<p><span dir=\"auto\">No ano de 2020, registraram-se no mundo 7,95 bilh\u00f5es de assinaturas de tecnologias m\u00f3veis, sendo 6,06 bilh\u00f5es somente por\u00a0<\/span><em><span dir=\"auto\">smartphones<\/span><\/em><span dir=\"auto\">\u00a0. At\u00e9 2026, espera-se que esses n\u00fameros atinjam 8,77 e 7,69 bilh\u00f5es, respectivamente. Na Am\u00e9rica Latina, o alcance de assinaturas de tecnologias m\u00f3veis em 2020 foi de 650 milh\u00f5es, sendo 500 milh\u00f5es via\u00a0<\/span><em><span dir=\"auto\">smartphone<\/span><\/em><span dir=\"auto\">\u00a0; at\u00e9 2025, espera-se um crescimento de 1% para as assinaturas de tecnologias m\u00f3veis e de 3% para o n\u00famero de\u00a0<\/span><em><span dir=\"auto\">smartphones<\/span><\/em><span dir=\"auto\">\u00a0(\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B1\" aria-describedby=\"B1\" aria-expanded=\"false\"><span dir=\"auto\">1<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">A integra\u00e7\u00e3o do ambiente virtual a diversas atividades cotidianas ocorre atrav\u00e9s de\u00a0<\/span><em><span dir=\"auto\">hardware<\/span><\/em><span dir=\"auto\">\u00a0e\u00a0<\/span><em><span dir=\"auto\">software<\/span><\/em><span dir=\"auto\">\u00a0, inclusive sensores, dispositivos vest\u00edveis, tecnologias de informa\u00e7\u00e3o e comunica\u00e7\u00e3o (TIC) e armazenamento em nuvem (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B2\" aria-describedby=\"B2\" aria-expanded=\"false\"><span dir=\"auto\">2<\/span><\/a><span dir=\"auto\">\u00a0). No campo da sa\u00fade, mensagens de texto, comunica\u00e7\u00e3o por voz ou v\u00eddeo e aplicativos para\u00a0<\/span><em><span dir=\"auto\">smartphones<\/span><\/em><span dir=\"auto\">\u00a0tamb\u00e9m s\u00e3o interessantes para ampliar o acesso a cuidados e informa\u00e7\u00f5es.<\/span><\/p>\n<p><span dir=\"auto\">A combina\u00e7\u00e3o da sa\u00fade com as TIC produziu novos conceitos, tais como telemedicina (1969), telessa\u00fade (1978),\u00a0<\/span><em><span dir=\"auto\">eHealth<\/span><\/em><span dir=\"auto\">\u00a0(1999) e\u00a0<\/span><em><span dir=\"auto\">mHealth<\/span><\/em><span dir=\"auto\">\u00a0(2003). Apesar de a telemedicina e a telessa\u00fade serem, muitas vezes, tratadas como sincr\u00f4nicas, a telessa\u00fade \u00e9 mais abrangente, n\u00e3o se restringindo \u00e0 medicina, mas se estendendo a demais servi\u00e7os de sa\u00fade. Representa, ainda, uma mudan\u00e7a de paradigma, com ressignifica\u00e7\u00e3o de pr\u00e1ticas transdisciplinares relacionadas ao processo sa\u00fade-doen\u00e7a e ao cuidado. Assim, pode-se dizer que a telessa\u00fade se refere \u00e0 oferta de servi\u00e7os de sa\u00fade por meio de telecomunica\u00e7\u00e3o remota, sem a necessidade de encontro presencial entre o provedor e o usu\u00e1rio (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B3\" aria-describedby=\"B3\" aria-expanded=\"false\"><span dir=\"auto\">3<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">O neologismo\u00a0<\/span><em><span dir=\"auto\">eHealth<\/span><\/em><span dir=\"auto\">\u00a0originou-se na intersec\u00e7\u00e3o entre as \u00e1reas de sa\u00fade, neg\u00f3cios e com\u00e9rcio eletr\u00f4nico atrav\u00e9s da internet, na linha de outras \u201ce-palavras\u201d (e-mail, e-commerce, e-learning) (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B3\" aria-describedby=\"B3\" aria-expanded=\"false\"><span dir=\"auto\">3<\/span><\/a><span dir=\"auto\">\u00a0). Em 2005, a Organiza\u00e7\u00e3o Mundial da Sa\u00fade (OMS) definiu\u00a0<\/span><em><span dir=\"auto\">eHealth<\/span><\/em><span dir=\"auto\">\u00a0como o uso seguro e com boa rela\u00e7\u00e3o de custo-benef\u00edcio das TIC para apoio aos campos relacionados \u00e0 sa\u00fade, incluindo servi\u00e7os, vigil\u00e2ncia, literatura, educa\u00e7\u00e3o, conhecimento e pesquisa (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B4\" aria-describedby=\"B4\" aria-expanded=\"false\"><span dir=\"auto\">4<\/span><\/a><span dir=\"auto\">\u00a0). J\u00e1 o termo\u00a0<\/span><em><span dir=\"auto\">mHealth<\/span><\/em><span dir=\"auto\">\u00a0se refere \u00e0 oferta de servi\u00e7os e informa\u00e7\u00f5es de sa\u00fade por meio de tecnologias m\u00f3veis como\u00a0<\/span><em><span dir=\"auto\">smartphones<\/span><\/em><span dir=\"auto\">\u00a0,\u00a0<\/span><em><span dir=\"auto\">tablets<\/span><\/em><span dir=\"auto\">\u00a0e\u00a0<\/span><em><span dir=\"auto\">personal digital assistants<\/span><\/em><span dir=\"auto\">\u00a0(\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B5\" aria-describedby=\"B5\" aria-expanded=\"false\"><span dir=\"auto\">5<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">As tecnologias\u00a0<\/span><em><span dir=\"auto\">mHealth<\/span><\/em><span dir=\"auto\">\u00a0aprimoram funcionalidades tanto para o paciente, como promo\u00e7\u00e3o de bem-estar, preven\u00e7\u00e3o, diagn\u00f3stico, tratamento e monitoramento; quanto aos sistemas de sa\u00fade, como apoio na resposta a emerg\u00eancias, suporte aos profissionais, vigil\u00e2ncia e administra\u00e7\u00e3o de servi\u00e7os. Essas funcionalidades est\u00e3o dispon\u00edveis, por exemplo, na forma de servi\u00e7os de mensagens curtas (\u00a0<\/span><em><span dir=\"auto\">servi\u00e7os de mensagens curtas<\/span><\/em><span dir=\"auto\">\u00a0, SMS), chamadas de voz, videoconfer\u00eancias, aplicativos m\u00f3veis (apps), biossensores e dispositivos vest\u00edveis (\u00a0<\/span><em><span dir=\"auto\">wearables<\/span><\/em><span dir=\"auto\">\u00a0) (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B6\" aria-describedby=\"B6\" aria-expanded=\"false\"><span dir=\"auto\">6<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Antes mesmo da pandemia de COVID-19, muitos pa\u00edses j\u00e1 utilizavam tecnologias m\u00f3veis em sa\u00fade para a realiza\u00e7\u00e3o de tratamentos\u00a0<\/span><em><span dir=\"auto\">on-line<\/span><\/em><span dir=\"auto\">\u00a0, monitoramento do estado de sa\u00fade dos pacientes e prescri\u00e7\u00f5es. Com a necessidade de distanciamento social, a telessa\u00fade se tornou um servi\u00e7o essencial. Fornecedores e usu\u00e1rios se adaptaram ao envio remoto, resultando em uma expans\u00e3o global do mercado da telessa\u00fade para consultas ambulatoriais, por exemplo.<\/span><\/p>\n<p><span dir=\"auto\">No entanto, muitos pa\u00edses de baixa e m\u00e9dia renda encontram obst\u00e1culos na implementa\u00e7\u00e3o dessas tecnologias devido a limita\u00e7\u00f5es econ\u00f4micas, barreiras geogr\u00e1ficas, defici\u00eancia de m\u00e3o de obra e quest\u00f5es de governan\u00e7a e infraestrutura relacionadas \u00e0 disponibiliza\u00e7\u00e3o de conectividade e democratiza\u00e7\u00e3o do acesso. Desta forma, com o r\u00e1pido crescimento das inova\u00e7\u00f5es, existe grande interesse na aplica\u00e7\u00e3o de tecnologias m\u00f3veis no campo da sa\u00fade, especialmente nos pa\u00edses em desenvolvimento (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B5\" aria-describedby=\"B5\" aria-expanded=\"false\"><span dir=\"auto\">5<\/span><\/a><span dir=\"auto\">\u00a0). Nesse contexto, os objetivos deste artigo foram apresentar os novos conceitos em sa\u00fade, an\u00fancios do desenvolvimento das tecnologias m\u00f3veis em sa\u00fade e discutir os avan\u00e7os e os desafios associados ao uso dessas tecnologias a partir de reflex\u00f5es sobre desenvolvimento, aplica\u00e7\u00f5es, legisla\u00e7\u00e3o e \u00e9tica.<\/span><\/p>\n<section id=\"sec1\">\n<h2 class=\"pmc_sec_title\" data-anchor-id=\"sec1\"><a id=\"sec1-anchor\" class=\"usa-anchor\" data-anchor-id=\"sec1\"><\/a><span dir=\"auto\">DESENVOLVIMENTO E APLICA\u00c7\u00d5ES DAS TECNOLOGIAS M\u00d3VEIS EM SA\u00daDE<\/span><\/h2>\n<p><span dir=\"auto\">Muitos interessados est\u00e3o envolvidos na disponibiliza\u00e7\u00e3o de tecnologias m\u00f3veis em sa\u00fade ao usu\u00e1rio final, desde a concep\u00e7\u00e3o (por exemplo, profissionais de sa\u00fade) at\u00e9 o desenvolvimento t\u00e9cnico (desenvolvedores), a regula\u00e7\u00e3o sanit\u00e1ria (governo) e a elabora\u00e7\u00e3o de diretrizes cl\u00ednicas (comunidade cient\u00edfica e institui\u00e7\u00f5es de sa\u00fade). Nessa dire\u00e7\u00e3o, os desenvolvedores precisam incluir, de forma proativa, nas fases de planejamento e implementa\u00e7\u00e3o dos servi\u00e7os, profissionais de sa\u00fade, empresas e outras partes interessadas (especialistas, consumidores e entidades representativas) que podem influenciar e apoiar a utiliza\u00e7\u00e3o de tecnologias\u00a0<\/span><em><span dir=\"auto\">mHealth<\/span><\/em><span dir=\"auto\">\u00a0(\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B7\" aria-describedby=\"B7\" aria-expanded=\"false\"><span dir=\"auto\">7<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">O custo de implementa\u00e7\u00e3o pode ser um grande limitador para a difus\u00e3o das tecnologias m\u00f3veis. Uma oferta gratuita ou de baixo custo \u00e9 um aspecto importante para ampliar o acesso dos usu\u00e1rios. Al\u00e9m disso, deve-se pensar em solu\u00e7\u00f5es para os casos em que o dispositivo utilizado pelo usu\u00e1rio \u00e9 controlado por outra pessoa; e garantir que o conte\u00fado seja acess\u00edvel aos usu\u00e1rios com baixo n\u00edvel de alfabetiza\u00e7\u00e3o, diferentes habilidades lingu\u00edsticas ou letramento digital limitado (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B8\" aria-describedby=\"B8\" aria-expanded=\"false\"><span dir=\"auto\">8<\/span><\/a><span dir=\"auto\">\u00a0). Ainda assim, \u00e9 preciso mitigar poss\u00edveis desigualdades em comunidades distantes dos centros urbanos, garantindo aos usu\u00e1rios condi\u00e7\u00f5es estruturais para acesso a um dispositivo m\u00f3vel. Outros fatores tamb\u00e9m devem ser considerados, como o n\u00edvel de acessibilidade cultural e confian\u00e7a por parte dos profissionais de sa\u00fade e da comunidade (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B9\" aria-describedby=\"B9\" aria-expanded=\"false\"><span dir=\"auto\">9<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">A promo\u00e7\u00e3o da ades\u00e3o a medicamentos e outros cuidados em sa\u00fade por meio de resultados de tecnologias m\u00f3veis tem progresso promissor em diferentes condi\u00e7\u00f5es cl\u00ednicas. Durante a pandemia de COVID-19, as m\u00e1scaras humanas se tornaram onipresentes, e seu uso no monitoramento da sa\u00fade passou a ser investigado. O desenvolvimento de m\u00e1scaras solares com sensores integrados mostrou-se uma estrat\u00e9gia vi\u00e1vel que permite identificar, atrav\u00e9s do ar exalado, indiv\u00edduos infectados, padr\u00f5es e frequ\u00eancias de infec\u00e7\u00f5es, biomarcadores de inflama\u00e7\u00e3o e at\u00e9 potenciais pat\u00f3genos transmitidos pelo ar (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B10\" aria-describedby=\"B10\" aria-expanded=\"false\"><span dir=\"auto\">10<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Apesar de muitos resultados positivos, algumas perguntas em rela\u00e7\u00e3o \u00e0 efetividade dessas interven\u00e7\u00f5es precisam ser respondidas: quais estrat\u00e9gias funcionam melhor? Por exemplo,\u00a0<\/span><em><span dir=\"auto\">mHealth<\/span><\/em><span dir=\"auto\">\u00a0isolado ou como complemento de encontros presenciais com os provedores de sa\u00fade? Quais disciplinas s\u00e3o mais eficazes? Os resultados s\u00e3o influenciados por caracter\u00edsticas sociodemogr\u00e1ficas, culturais e econ\u00f4micas? Essas d\u00favidas podem ser importantes principalmente em pa\u00edses de baixa e m\u00e9dia renda, que enfrentam desafios de implementa\u00e7\u00e3o. Esse \u00e9 o caso, entre outros, da Am\u00e9rica Latina e \u00c1frica, onde os sistemas de sa\u00fade apresentam fragilidades decorrentes de fatores econ\u00f4micos, ambientes regulat\u00f3rios e defici\u00eancias de recursos (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B11\" aria-describedby=\"B11\" aria-expanded=\"false\"><span dir=\"auto\">11<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Aplicativos para\u00a0<\/span><em><span dir=\"auto\">smartphones<\/span><\/em><span dir=\"auto\">\u00a0destinados a rastrear c\u00e2ncer de pele, por exemplo, ressaltam que os resultados servem apenas como um indicativo de risco e n\u00e3o substituem diagn\u00f3sticos espec\u00edficos (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B12\" aria-describedby=\"B12\" aria-expanded=\"false\"><span dir=\"auto\">12<\/span><\/a><span dir=\"auto\">\u00a0). Essa ressalva isenta os desenvolvedores de qualquer responsabilidade por resultados negativos experimentados pelos usu\u00e1rios e evidencia a necessidade de cautela e as limita\u00e7\u00f5es de uso desse tipo de aplicativo sem acompanhamento para profissionais de sa\u00fade. Nesse sentido, a defini\u00e7\u00e3o de uma agenda global e estrat\u00e9gica que se concentra na avalia\u00e7\u00e3o das evid\u00eancias, na relev\u00e2ncia cl\u00ednica e na rela\u00e7\u00e3o de custo-benef\u00edcio das tecnologias m\u00f3veis em sa\u00fade poderia nortear a\u00e7\u00f5es e prioridades regulat\u00f3rias, inclusive nos pa\u00edses desenvolvidos (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B13\" aria-describedby=\"B13\" aria-expanded=\"false\"><span dir=\"auto\">13<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Tamb\u00e9m \u00e9 necess\u00e1rio destacar a import\u00e2ncia da governan\u00e7a nas solu\u00e7\u00f5es em sa\u00fade digital, uma vez que os gestores decidam adotar essa nova modalidade como estrat\u00e9gia para alcan\u00e7ar os objetivos das pol\u00edticas de sa\u00fade. Uma proposta seria estabelecer um \u00f3rg\u00e3o de gest\u00e3o respons\u00e1vel pelas iniciativas no campo da\u00a0<\/span><em><span dir=\"auto\">sa\u00fade m\u00f3vel<\/span><\/em><span dir=\"auto\">\u00a0e garantir sua integra\u00e7\u00e3o ao sistema de sa\u00fade (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B14\" aria-describedby=\"B14\" aria-expanded=\"false\"><span dir=\"auto\">14<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Do ponto de vista metodol\u00f3gico, a aus\u00eancia de regulamentos e padr\u00f5es de avalia\u00e7\u00e3o de qualidade para as tecnologias\u00a0<\/span><em><span dir=\"auto\">mHealth<\/span><\/em><span dir=\"auto\">\u00a0dificulta a identifica\u00e7\u00e3o de quais s\u00e3o os recursos mais adequados para usu\u00e1rios, cuidadores e profissionais de sa\u00fade. Azad-Khaneghah et al. (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B15\" aria-describedby=\"B15\" aria-expanded=\"false\"><span dir=\"auto\">15<\/span><\/a><span dir=\"auto\">\u00a0) realizaram uma revis\u00e3o das escalas de classifica\u00e7\u00e3o utilizadas na avalia\u00e7\u00e3o de aplicativos m\u00f3veis de sa\u00fade, comparando especificamente o conte\u00fado e os usu\u00e1rios-alvo pretendidos (pacientes, cuidadores ou pesquisadores) em cada escala. Foram identificadas 23 escalas de avalia\u00e7\u00e3o de usabilidade e 25 escalas de classifica\u00e7\u00e3o de qualidade, das quais apenas uma era destinada a usu\u00e1rios n\u00e3o especialistas. Todas as demais escalas foram elaboradas para avalia\u00e7\u00e3o por desenvolvedores e pesquisadores. Governos e organiza\u00e7\u00f5es t\u00eam a proposta de revisar os aplicativos de sa\u00fade disponibilizando aplicativos p\u00fablicos de maior qualidade, mas isso ocorre apenas de forma isolada.<\/span><\/p>\n<p><span dir=\"auto\">Dessa forma, o desenvolvimento de tecnologias m\u00f3veis em sa\u00fade pode alcan\u00e7ar melhores resultados com a ado\u00e7\u00e3o de uma abordagem multidisciplinar desde a concep\u00e7\u00e3o do projeto at\u00e9 a avalia\u00e7\u00e3o do dispositivo m\u00f3vel, sempre com base em evid\u00eancias cient\u00edficas robustas e elevado rigor metodol\u00f3gico.<\/span><\/p>\n<\/section>\n<section id=\"sec2\">\n<h2 class=\"pmc_sec_title\" data-anchor-id=\"sec2\"><a id=\"sec2-anchor\" class=\"usa-anchor\" data-anchor-id=\"sec2\"><\/a><span dir=\"auto\">LEGISLA\u00c7\u00c3O E \u00c9TICA NO DESENVOLVIMENTO DE TECNOLOGIAS M\u00d3VEIS EM SA\u00daDE<\/span><\/h2>\n<p><span dir=\"auto\">A utiliza\u00e7\u00e3o de tecnologias m\u00f3veis na \u00e1rea da sa\u00fade \u00e9 um campo de investiga\u00e7\u00e3o complexo, no qual o entusiasmo pela inova\u00e7\u00e3o se contrap\u00f5e \u00e0s preocupa\u00e7\u00f5es regulat\u00f3rias e \u00e9ticas relacionadas \u00e0 prote\u00e7\u00e3o de dados, \u00e0 privacidade, ao acesso a dispositivos m\u00f3veis e \u00e0s disparidades tecnol\u00f3gicas e sociais.<\/span><\/p>\n<p><span dir=\"auto\">Os servi\u00e7os\u00a0<\/span><em><span dir=\"auto\">mHealth<\/span><\/em><span dir=\"auto\">\u00a0s\u00e3o espec\u00edficos para uma tecnologia em ascens\u00e3o e especialmente superam os desafios relacionados \u00e0 prote\u00e7\u00e3o de dados dos usu\u00e1rios e \u00e0s repercuss\u00f5es na privacidade e na seguran\u00e7a. Ainda que haja limita\u00e7\u00f5es na legisla\u00e7\u00e3o para regulamentos a concep\u00e7\u00e3o, o desenvolvimento, a avalia\u00e7\u00e3o de risco-benef\u00edcio e a garantia de resguardo das informa\u00e7\u00f5es, a supera\u00e7\u00e3o dessas barreiras \u00e9 primordial para a plena ado\u00e7\u00e3o dos servi\u00e7os\u00a0<\/span><em><span dir=\"auto\">mHealth<\/span><\/em><span dir=\"auto\">\u00a0(\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B16\" aria-describedby=\"B16\" aria-expanded=\"false\"><span dir=\"auto\">16<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Nos Estados Unidos, a lei federal de\u00a0<\/span><em><span dir=\"auto\">Responsabilidade e Portabilidade de Seguros de Sa\u00fade<\/span><\/em><span dir=\"auto\">\u00a0(Health Insurance Portability and Accountability Act , HIPAA), de 1996, \u00e9 o suporte legislativo da regulamenta\u00e7\u00e3o dos dados digitais em sa\u00fade. No entanto, alguns estados americanos como a Calif\u00f3rnia e o Colorado, em 2018, j\u00e1 tinham aprovado leis mais r\u00edgidas e amplas tratando dos direitos de privacidade e prote\u00e7\u00e3o de dados (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B17\" aria-describedby=\"B17\" aria-expanded=\"false\"><span dir=\"auto\">17<\/span><\/a><span dir=\"auto\">\u00a0). Acompanhando essa evolu\u00e7\u00e3o, a Uni\u00e3o Europeia editou em 2018 o regulamento\u00a0<\/span><em><span dir=\"auto\">Regulamento Geral de Prote\u00e7\u00e3o de Dados<\/span><\/em><span dir=\"auto\">\u00a0para prote\u00e7\u00e3o do direito dos dados pessoais, estabelecendo regras para a circula\u00e7\u00e3o desses dados. Na Am\u00e9rica Latina, pa\u00edses como Argentina, Brasil, Chile, Col\u00f4mbia e Uruguai tamb\u00e9m desenvolveram leis regulamentando prote\u00e7\u00e3o de dados, direitos de pacientes e prontu\u00e1rios e prescri\u00e7\u00f5es eletr\u00f4nicas (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B14\" aria-describedby=\"B14\" aria-expanded=\"false\"><span dir=\"auto\">14<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">No uso de servi\u00e7os digitais em sa\u00fade, \u00e9 grande o volume de informa\u00e7\u00f5es sobre usu\u00e1rios encontrados e armazenados, na maioria das vezes, em plataformas digitais; isso gera preocupa\u00e7\u00f5es \u00e9ticas relacionadas \u00e0 privacidade, benefic\u00eancia e n\u00e3o malefic\u00eancia, justi\u00e7a e confian\u00e7a e necessidade dos usu\u00e1rios possu\u00eddos cada vez mais letramento digital, equipamentos adequados e boa conex\u00e3o com a internet (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B18\" aria-describedby=\"B18\" aria-expanded=\"false\"><span dir=\"auto\">18<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Al\u00e9m das quest\u00f5es \u00e9ticas, h\u00e1 desafios relacionados \u00e0 ado\u00e7\u00e3o e difus\u00e3o tecnol\u00f3gica. Assim como a telessa\u00fade, as tecnologias m\u00f3veis tendem a alcan\u00e7ar maior desenvolvimento quando a implementa\u00e7\u00e3o est\u00e1 regulamentada aos sistemas de sa\u00fade, considerando problemas locais regulat\u00f3rios, jur\u00eddicos, tecnol\u00f3gicos, financeiros, organizacionais e humanos e n\u00e3o apenas buscando a satisfa\u00e7\u00e3o dos governos, dos financiadores e das organiza\u00e7\u00f5es privadas (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B19\" aria-describedby=\"B19\" aria-expanded=\"false\"><span dir=\"auto\">19<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Para al\u00e9m das limita\u00e7\u00f5es de implanta\u00e7\u00e3o, \u00e9 preciso pensar em solu\u00e7\u00f5es para as limita\u00e7\u00f5es sociais. Os provedores de sa\u00fade e os demais entusiastas da ado\u00e7\u00e3o de tecnologias m\u00f3veis devem considerar a disponibilidade de\u00a0<\/span><em><span dir=\"auto\">smartphones<\/span><\/em><span dir=\"auto\">\u00a0ou de outros dispositivos m\u00f3veis e incluir conting\u00eancias para suprir as necessidades de pacientes que n\u00e3o possuem esses dispositivos ou que n\u00e3o possuem infraestrutura adequada para conectividade, a fim de evitar a cria\u00e7\u00e3o ou a perpetua\u00e7\u00e3o de disparidades de sa\u00fade nesse campo (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B20\" aria-describedby=\"B20\" aria-expanded=\"false\"><span dir=\"auto\">20<\/span><\/a><span dir=\"auto\">\u00a0).<\/span><\/p>\n<p><span dir=\"auto\">Diante do avan\u00e7o dessas tecnologias, as legisla\u00e7\u00f5es tamb\u00e9m precisam ser aprimoradas. As quest\u00f5es com seguran\u00e7a devem, portanto, ser consideradas desde o in\u00edcio do desenvolvimento t\u00e9cnico, incluindo a prote\u00e7\u00e3o de dados, o compartilhamento indesejado de informa\u00e7\u00f5es privilegiadas com terceiros e a exposi\u00e7\u00e3o acidental ou o vazamento de dados de sa\u00fade (\u00a0<\/span><a class=\"usa-link\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9128660\/?utm_source=chatgpt.com#B14\" aria-describedby=\"B14\" aria-expanded=\"false\"><span dir=\"auto\">14<\/span><\/a><span dir=\"auto\">\u00a0). Uma forma de garantir responsabilidade, transpar\u00eancia e prote\u00e7\u00e3o ao usu\u00e1rio \u00e9 elaborar protocolos de pesquisa abrangentes que envolvam todas as partes interessadas.<\/span><\/p>\n<\/section>\n<section id=\"sec3\">\n<h2 class=\"pmc_sec_title\" data-anchor-id=\"sec3\"><a id=\"sec3-anchor\" class=\"usa-anchor\" data-anchor-id=\"sec3\"><\/a><span dir=\"auto\">CONSIDERA\u00c7\u00d5ES FINAIS<\/span><\/h2>\n<p><span dir=\"auto\">As expectativas e o desenvolvimento, a difus\u00e3o e a ado\u00e7\u00e3o de tecnologias m\u00f3veis em sa\u00fade aumentam a cada dia. Observe que a coleta de dados e a otimiza\u00e7\u00e3o das rotinas de profissionais de sa\u00fade e pacientes importantes para o registro exclusivo de informa\u00e7\u00f5es, alterando as vi\u00e9s de mem\u00f3ria; o monitoramento cont\u00ednuo do paciente, facilitando uma tomada de decis\u00e3o \u00e1gil; a facilidade no compartilhamento de dados, que ficam dispon\u00edveis\u00a0<\/span><em><span dir=\"auto\">on-line<\/span><\/em><span dir=\"auto\">\u00a0; um maior acesso \u00e0s informa\u00e7\u00f5es de sa\u00fade a partir de grandes bancos de dados gerados com as capta\u00e7\u00f5es; o armazenamento autom\u00e1tico na nuvem, evitando a perda de informa\u00e7\u00f5es e o arquivamento indevido; o hist\u00f3rico m\u00e9dico completo, com apoio a diagn\u00f3sticos assertivos e possibilidades de acesso integral onde quer que o paciente seja assistido; o empoderamento do paciente, pelo autogerenciamento da pr\u00f3pria sa\u00fade; e o fortalecimento de a\u00e7\u00f5es preventivas e de autocuidado.<\/span><\/p>\n<p><span dir=\"auto\">A pandemia de COVID-19, notadamente pela necessidade de distanciamento social, ampliou o interesse nas tecnologias m\u00f3veis em sa\u00fade. No entanto, \u00e0 medida que o uso das tecnologias m\u00f3veis em sa\u00fade \u00e9 potencializado, tamb\u00e9m \u00e9 preciso que se estabele\u00e7a um ambiente regulador global mais robusto, abrangendo aspectos \u00e9ticos e jur\u00eddicos, crit\u00e9rios de valida\u00e7\u00e3o e protocolos de testes cl\u00ednicos. Apesar dessas limita\u00e7\u00f5es, as tecnologias m\u00f3veis, assim como outros recursos da telessa\u00fade, t\u00eam resultados promissores.
